Breaking: Internal Documents Expose Hamas’s Infiltration of Major International NGOs in Gaza

Jerusalem – Newly declassified internal Hamas documents, seized by the IDF and analyzed by NGO Monitor, reveal a systematic infiltration of top international NGOs in Gaza, including Doctors Without Borders, Oxfam, Save the Children, and the Norwegian Refugee Council. The files, dating from 2018-2022, detail how Hamas assigned “guarantors”—local Gazans in senior NGO positions—to act as liaisons, ensuring access to operations and staff while enabling surveillance and manipulation.

According to NGO Monitor’s report “Puppet Regime,” these guarantors, approved by Hamas’s Interior Security Mechanism (ISM), held roles like directors or board chairs, with at least 10 being Hamas members or supporters. One 2022 document notes they “can be exploited for security purposes to infiltrate foreign associations, their foreign senior personnel and their movements.” Hamas monitored 48 NGOs, classifying guarantors for blackmail potential using personal data like finances and social media.

The revelations, shared with Euractiv and The Times of Israel, prove NGOs operated under coercion, downplaying Hamas abuses despite EU funding. As reconstruction plans advance under Trump’s ceasefire, this raises questions about NGO neutrality in a Hamas-free Gaza.
