
Jerusalem – On September 30, 2025, the Israeli Foreign Ministry revealed documents recovered from Gaza that allegedly prove Hamas’s direct involvement in funding and executing the Global Sumud Flotilla (GSF), a convoy aiming to break Israel’s naval blockade and deliver aid to Gaza. The documents, discovered by IDF troops in the Gaza Strip, show a close link between the flotilla’s leaders and Hamas networks, particularly the Palestinian Conference for Palestinians Abroad (PCPA), which Israel designates as a terror arm operating under civilian cover.
According to the Ministry, PCPA, established in 2018, serves as Hamas’s representative abroad, organizing demonstrations, marches, and flotillas against Israel. A 2021 letter from Hamas leader Ismail Haniyeh endorses PCPA, and a list of operatives includes key flotilla figures like Zaher Birawi, head of PCPA’s UK branch and organizer of flotillas for 15 years, and Saif Abu Kashk, CEO of Cyber Neptune, a Spain-based front company allegedly owning dozens of GSF ships. This evidence suggests the flotilla’s vessels are secretly Hamas-owned, hidden under civilian guise.
The GSF rejected the claims, calling them a “coordinated smear campaign” by Israel to discredit their humanitarian mission. “We are a peaceful aid convoy,” a GSF spokesperson said, denying any Hamas ties. The flotilla, including activist Greta Thunberg, has faced allegations before, with Israel’s Diaspora Affairs Minister Amichai Chikli labeling it the “Hamas Flotilla” based on similar reports.
